Huang Baorong, a member of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the Department of Industry and Information Technology of Gansu Province, said in an interview with China Economic Times that as a strategic emerging industry, low-altitude economy is a typical representative of new quality productivity, integrating informatization, digitalization, aviation, drones and other fields of technology, including traditional general aviation formats, but also integrating low-altitude production and service methods. It is widely used in industry, agriculture, service and other fields, and is an innovation ecology with a high integration of manufacturing and service industries, which plays an important role in building a modern industrial system.

Huang Baorong said that low-altitude economy, as a new track for the development of strategic emerging industries, is a new field for the world's major economies to compete in, and is hailed by the United States as "a game that cannot be lost." Low-altitude economy, in terms of industry, is a highly integrated and crystallized digitalization and intelligence, representing the highest level of manufacturing; In transportation, it is the revolution of passenger and cargo transportation, representing high efficiency and high speed; In the scene, it has penetrated into all aspects of the national economy and people's lives. The level of low-altitude economic development has become a representative of the country's comprehensive strength, and will also affect the future layout of industries and national competitiveness.
Low-altitude economy is expected to become a new growth point to promote economic development. At present, many places are actively seizing the strategic opportunity period and golden window period of low-altitude economic industry-intensive innovation and high-quality development, accelerating the formation of low-altitude economic industrial agglomeration effect and innovation ecology, and leading low-altitude economic development into a new track.
According to the "Research Report on the Development Trend and Investment Risk of China's aerospace Industry in 2022-2027" released by the China Business Industry Research Institute, the comprehensive contribution of low-altitude economy to the national economy in 2022 is about 400 billion yuan, an increase of 29.03%. China Business Industry Research Institute analysts predict that the market size will reach 463.3 billion yuan in 2023 and 503.5 billion yuan in 2024.
According to data released by the Civil Aviation Administration of China, the market size of China's low-altitude economy is expected to reach 1.5 trillion yuan by 2025, and is expected to reach 3.5 trillion yuan by 2035.
At present, there are still problems in the development of low-altitude economy: due to strict airspace management and more restrictions on navigation policies, the development of low-altitude economy is greatly restricted, and the relevant policies and regulations system is not perfect; The airspace opening scope is limited, the flight approval process is cumbersome, and there is a lack of scientific and effective low-altitude airspace management and service means. Lack of unified standard and standardized shared infrastructure, including take-off and landing points, communication support, flight supervision, etc. The high degree of digitalization and intelligentization of low-altitude activities brings great challenges to management.
In order to promote the healthy development of low-altitude economy, Huang Baorong put forward four suggestions. First, speed up the construction of low-altitude intelligent integration infrastructure. Establish a unified and standardized low-altitude intelligent infrastructure, solve the problem of sharing limited ground, airspace and spectrum resources, avoid duplication of construction, and promote industrial development. To solve the safety problem of low-altitude aircraft "cannot be seen, can not be called, can not be controlled", and promote the further opening of low-altitude airspace with advanced technology. Solve the safety, efficiency and cost problems of large-scale high-density flight in low-altitude economy, and promote the high-quality development of low-altitude economy with digital means.
Secondly, build a fully digital low altitude intelligent integration system. The management and service of large-scale low-altitude flight must rely on a fully digital, intelligent until autonomous and self-evolving system to assist management and service, build a digital and intelligent management and service system, explore the establishment of an efficient and orderly airspace integration operation mode, and improve the management efficiency and service quality of low-altitude airspace. It is recommended to promote and learn from the Shenzhen model, encourage domestic cities to build a fully digital low-altitude intelligent integration system (SILAS-GS), and develop the "brain" and digital base of low-altitude economy.
Third, the layout of low-altitude economic industrial chain. Strengthen the integrated development ecology of "artificial intelligence + low-altitude economy", and promote the high-quality development of low-altitude economy with digitalization and intelligence. The low-altitude economy has rich industrial resources, including raw materials, machinery manufacturing, electronic chips, software, data information, logistics services, management services, etc., which is the core ecology related to the safety and quality of the national industrial chain. It is suggested to encourage the development of general aviation and unmanned aerial vehicle industries in regions where conditions exist, promote the research and development and manufacturing of low-altitude aviation products such as eVTOL (electric vertical take-off and landing aircraft), unmanned aerial vehicles (consumer and industrial grade), helicopters, and traditional fixed-wing aircraft, and promote the organic integration of low-altitude economy with aviation manufacturing, system development, and aviation services. We will foster new forms of low-altitude comprehensive development.
Finally, the application scenario of low altitude economy is developed. Give full play to the characteristics of the western region's vast territory and sparse population, encourage provinces in the western region to plan and build low-altitude economic experiment demonstration zones, and set up the main functions of the demonstration zones according to the needs of the scene. The urban demonstration zone focuses on the development of low-altitude distribution and logistics to ensure the convenience of express delivery and takeout. The takeoff and operation of drones in agricultural demonstration zones are exempt from filing and approval. The aerial photography UAV flying height within 1000 meters in the tourism demonstration zone is exempt from approval or filing, and manned drones can freely plan their route. Encourage the opening of intercity navigation flight services, navigable aircraft and navigable drones on prescribed routes, below 3,000 meters of takeoff and landing and flight operations are exempt from approval, and on the premise of ensuring safety, reduce the standards of navigable airports, and accelerate the development of the navigable service industry.
